About Horouta Whānau Ora

Horouta Whānau Ora is a kaupapa Māori, whānau-centredservice of Ngāti Porou Oranga committed to strengthening the Mana Motuhake ofwhānau throughout Te Tairāwhiti. Our vision is ‘Te Whakapūmau i te ManaMotuhake o Ngāti Porou mō ngā Uri Whakatipu’ (Ngāti Porouself-determination and control over our destiny for future generations).Delivered under the Māhutonga Whānau Ora Services Agreement, we walk alongsidewhānau to identify aspirations, remove barriers, strengthen capability, andenhance long-term wellbeing.

Te Kaupapa o te Tūranga – Position Purpose

Like Te Pūngāwerewere, whose web is formed through interconnected strands, the Kairaranga weaves together relationships, knowledge, services, and opportunities to strengthen whānau wellbeing and build Mana Motuhake.

Horouta Whānau Ora (Ngāti Porou Oranga) is seeking a dedicated Kairaranga – Whānau Ora Navigator to join our team in Te Tairāwhiti (Gisborne & East Coast) on a 3-year fixed-term, full-time basis (40 hours per week).

Working alongside whānau, you will deliver holistic navigation, advocacy, whānau planning, and service coordination. Grounded in te ao Māori and guided by our practice frameworks—Te Whare Tukutuku and He Awa Moana—you will foster authentic, trusted relationships that empower whānau to determine their own pathways

Ngā Kawenga Matua – Key Responsibilities

• Whānau Engagement & Planning: Build authentic, trusting relationships through whakawhanaungatanga, undertake holistic assessments, and collaboratively develop strengths-based Whānau Plans.
• Navigation & Advocacy: Walk alongside whānau to navigate health, social, education, housing, and employment services while advocating to address barriers and improve equitable access.
• Integrated Service Delivery: Coordinate supports across Ngāti Porou Oranga internal teams, multidisciplinary groups, and external providers to deliver seamless, holistic care.
• Community Engagement: Establish and maintain collaborative partnerships with whānau, hapū, marae, community organisations, government agencies, and key     stakeholders across Te Tairāwhiti.
• Information Management & Quality: Maintain accurate, confidential client records, Whānau Plans, and case documentation in alignment with organizational standards and outcome reporting.
• Professional & Tikanga Practice: Uphold organizational values, health and safety obligations, and tikanga Māori in every interaction.

Ngā Tohu Matauranga - Qualifications:

• A     relevant qualification in Whānau Ora, Social Work, Social Services,  Hauora, Community Development, Psychology, Counselling, Nursing, or a related discipline (or equivalent practical experience in kaupapa Māori, Whānau Ora, health, or community settings).
• Current Full New Zealand Driver Licence.
• Eligibility to work in New Zealand.

Ngā Pūkenga me Ngā Wheako – Skills & Experience

• Demonstrated experience working alongside whānau using a strengths-based, kaupapa Māori, and whānau-centred approach.
• Proven experience in holistic assessment, whānau planning, navigation, advocacy, and multi-agency service coordination.
• Strong relationship-building skills with whānau, hapū, marae, and community networks across Te Tairāwhiti.
• Sound understanding of the social determinants of health and local community pathways.
• Strong written, verbal, and interpersonal communication skills, alongside confident computer literacy.

Desirable:

• Te Reo Māori proficiency or a commitment to ongoing learning.
• Knowledge of local Ngāti Porou whakapapa, tikanga, kawa, and community networks.
• Qualification or training in Whānau Ora Navigation, Case Management, or trauma-informed/strengths-based practice.
• Current First Aid Certificate.
