Ngāti Porou update: SIA Community Commissioning Proposal

Te Rūnanganui o Ngāti Porou (TRONP) is currently reviewing the Social Investment Agency (SIA) Community Commissioning proposal — an approach that could see decisions about social services made closer to our communities.

We acknowledge that devolution is something our people, including iwi, have long called for. However, this proposal could significantly impact services across our rohe, so we are taking a careful, informed approach.

What we know so far:

• This is not new funding — it involves shifting existing government-funded services to local decision-making
• Only two regions will be selected in the first phase (not yet announced)
• An open Expression of Interest (EOI) process opens in April 2026
• Any organisation or collective can apply, but strong local mandate and trust will be critical
• This is not a pilot — successful applicants must be ready to implement

Our position:

Our position is to go in eyes wide open for the benefit of all Ngati Porou members. Our priority is to ensure Ngāti Porou whānau are well-informed, understand the opportunities and risks, and we are part of shaping what that proposal should be.

Next steps:

Continue engaging with government to seek clarity on what is in scope
• Share information and updates with our whanau and hapu members as it becomes available
• Begin kōrero across our rohe to understand aspirations, concerns, and readiness
• Explore potential collective approaches if our rohe is selected

We remain committed to ensuring any future model reflects Ngāti Porou aspirations and upholds our role in decision-making within our rohe.

We will be in touch soon with opportunities for whānau, hapū, and communities to engage and have their say.
