Te Rūnanganui o Ngāti Porou Will Not Participate in Community Commissioning Proposal in its Current Form

Te Runanganui acknowledges that many whānau and hapū have sought greater detail regarding the proposal, the due diligence undertaken, and the factors that informed the Board's decision.

The Board has received advice regarding the proposal, including the potential implications for Ngati Porou rangatiratanga, our Treaty settlement, Crown relationships, governance and accountability arrangements, and the matters that remain unresolved. While a number of issues were identified and discussed throughout the process, operational staff were not provided with sufficient certainty regarding how those matters would be addressed, managed, or resolved within the proposed structure. This has meant we have not been able to complete due diligence to support Board decision making and are not part of the current application or shareholding structure proposed by TCCA.

Te Runanganui o Ngati Porou also notes that reporting and decision-making on a matter of this significance within externally driven timeframes is less than ideal. Te Runanganui considers that proposals with potential implications for Ngati Porou rights, interests, settlement arrangements, and future Crown relationships warrant a level of analysis, engagement, and deliberation that was not able to be fully achieved within the timeframe available.

Given that submissions for the current application close today, and noting the Board's assessment of the information available to date, Te Runanganui o Ngati Porou will not be included in, nor be a party to, the proposal in its current form.

At its next meeting, the Board will consider the advice received and determine how best to formally communicate its position and decision to Ngati Porou beneficiaries and hapu.

Te Runanganui remains committed to ensuring that matters of significance are carefully considered and that beneficiaries are appropriately informed of decisions that may affect the rights, interests, and future aspirations of Ngāti Porou.

We encourage our people to continue engaging in respectful and constructive discussion about the future wellbeing, development, and self-determination of Ngati Porou.
